Every registered user on the Northwest website has a user level.  There are a number of levels available – all the way from a “Subscriber” who can only add comments to an “Administrator” who has full access to the entire site.  There are varying levels in between such as Contributors, Authors, Editors and a number of other specialized ones.

Only an administrator can change a user’s access level.
